Budget clothing store Primark can continue to make deliveries in residential streets.
Brighton and Hove City Council’s planning committee has been told it cannot force the firm to make stock deliveries to the front of the store because of a previous ruling by a planning inspector.
Residents in Crown Street and Marlborough Street had complained that their roads were being used by Primark HGVs.
A retrospective planning application for a second and third floor extension at the shop was granted by the committee in a split vote on Thursday.
