Union leaders have stepped up their campaign for more investment in manufacturing.
Amicus said the UK now had far lower levels of investment per worker than Germany, France and the United States despite evidence the move on research boosted growth.
General secretary Derek Simpson said: "Without initiatives designed to stimulate innovation and growth in the workplace, UK manufacturing won't be able to compete."
