Swimmers could be segregated from surfers and other people taking part in water sports in a bid to make Adur's beaches safer.
The move follows complaints to Adur District Council from bathers with safety concerns.
A spokesman for the council said in its Adur Outlook newsletter: "Recent talks with users have identified where problems may exist and we are now seeking to find a solution.
"The favoured option is to zone the beaches, making areas for bathing, kite surfing, windsurfing and surfing and launch channels for jet skis and small craft.
"Water sports are becoming more and more popular so it's vital we ensure a safer environment for users."
Zones would be clearly marked, with buoys and signs on the beach.
The idea will go to public consultation when the scheme is displayed at the civic centre in Ham Road, Shoreham, between July 28 and August 8.
The council hopes to have the zones in place by next summer.
