People overlooking a seafront public garden have voiced their disappointment over the floral display.
Residents of Roberts Marine in West Parade, Worthing, were "very unhappy" about the planting, according to Councillor John Livermore, who lives near the site.
He said: "We haven't done our normal planting of pretty flowers which are changed two or three times a year but now have stuff which will look good in two years' time. It doesn't look very nice at all."
John Thorpe, a borough council leisure officer, said flowers had given way to more permanent planting and shrubs in several locations to save money.
