What electoral mandate does the South-East England Regional Assembly have to suggest anything to Brighton and Hove City Council with regard to congestion charging - or anything else, for that matter?
This country becomes more undemocratic as each day passes.
Incidentally, how any notionally socialist council can contemplate introducing such a regressive form of taxation is beyond me.
