The Government could ration fuel. This would not restrict choice but would leave it up to car drivers how to use theirs car.

It would lead to a lot of car sharing, especially in multi-car families.

There would have to be some sort of extra allowance for drivers where it is essential for them in their work - doctors, policemen, nightworkers, nurses and so on - a lot of whom can be on night duty at unsocial hours.

This would cause no more red tape than congestion charging in any town centre.

Some people may say fuel rationing would cause trouble with the Arab oil-producing nations but, if we go to war with Iraq, this is likely to happen anyway.
