Eastbourne Borough manager Garry Wilson is set to turn down Matt Allen's request to be released from his contract.
The 21-year-old frontman wants to move so he can get regular first team football.
Wilson said: 'There is a letter at the club at the moment. I will look at the content and make my recommendations to the committee but it is hard for me to comment until I have absorbed what is in the letter.
"However, at this point, Matt is a contracted player at Eastbourne Borough and I cannot see that changing for now."
Allen has quashed speculation that personal problems are behind his desire to leave.
He said: "I'm not on a downer, it is all football related. I have not been starting as regularly this season as I would like. I have put in a request to get out of my contract so I can get regular first-team football.
"I want to stay at this standard. At my age, I need regular first team football. I cannot imagine I will be seen in a Borough shirt again, at least for this season.
"I have had some great times with Borough, probably the best of my career. But I feel it is time to move on."
Wilson said: "We are leaving every avenue open at the moment but the club comes first."
