Poor street lighting in one of Brighton's busiest streets is putting people in danger, council chiefs have been told.
Brighton and Hove City Council has admitted that lighting levels in East Street, Brighton, are inadequate.
But the council says it cannot afford the £8,000 needed to install stronger lamps.
Cocoa Cowan, owner of Rafaello's restaurant in East Street, raised her concerns for the safety of staff and visitors with Coun Brian Fitch.
He found that a full scheme to replace the existing light columns would cost £8,000, and a reduced scheme would cost £5,000.
A council spokesperson said: "The existing lighting does not meet the correct lighting expected for an area used by local residents and visitors to the city.
"Unfortunately there are no funds available for improved lighting."
The council has suggested it could provide cash if local traders contributed.
But Coun Fitch said: "Having now admitted the lighting is inadequate, the council should come up with the money.
"My concern is particularly for women and girls who use or pass through the area at night. It's a dark and shadowy area and an easy target for bag-snatchers and attackers."
Phil Hinchcliffe, manager of the Prodigal pub in East Street, said: "We seem to be one of the darkest parts of Brighton, which will become even more apparent now as the nights draw in."
