"Your Majesty, we were proud to be proclaimed by Royal assent the City of Brighton and Hove.
"In fact, to celebrate the Golden Jubilee, we fully intended to raise the Union flag on our Town Hall, if it hadn't been for those darn seagulls."
As far as Brighton and Hove City Council is concerned, it seems the jubilee never happened.
