Council leaseholders claim a loophole in a reform package could spell a return for high-rise blocks of flats.

The Brighton and Hove Council Leaseholders Independent Forum said they would not have the same rights as people with private sector landlords.

There would be fewer rights to consultation and council leaseholders would not be told about some major repair schemes.

Forum chairman Nick Green said the loophole, in the Government's Commonhold And Leasehold Reform Bill, would make privatising council housing easier.

He said: "The worry of this is you are clearing the way for the mistakes of the Sixties and a resurgence of high-rise building.

"This should be removed."
