Could someone from Brighton and Hove City Council explain to whom, or what, the "No sleeping" bylaw applies? I refer, in particular, to the notice to this effect displayed at Pavilion Gardens, Brighton.
Am I to presume it is an offence for myself, as a local taxpayer, to fall asleep in the gardens? Does the bylaw also apply to visitors, tourists and guests during the summer? And to families who use the gardens as a place of rest and relaxation? Can local people now expect to be arrested or fined for falling asleep during their lunch break?
