The shooting of James Ashley cannot be justified.
Police are not allowed to join the firearms units without rigorous training and have to undergo further training before being allowed to carry firearms.
Any senior officer who authorised the raid did not follow the rules adequately.
We should send our deepest sympathy to James Ashley's girlfriend and family and to people in Hastings who suffered as a result.
