While rubbish piles up in landfill sites all over East Sussex, there are continued delays in finding a solution.
The county council, along with Brighton and Hove City Council, has prepared a waste local plan which is proving remarkably contentious.
Because there have been 50,000 comments on the plans, there will inevitably be a delay while the strength of feeling about proposals in it is assessed.
It seems unlikely that any more suitable landfill sites of any size can be found in the county or that recycling can fill the gap.
Incineration, although much improved recently, is remarkably unpopular. But councillors may have to make difficult decisions and choose two sites.
The only good news from their point of view is that the delays mean they can leave them until after the county elections are over.
