How many local councillors can boast they won the votes of 28 per cent of the voters in their wards? Very few.
If the new stadium has no mandate, neither has Brighton and Hove Council.
It's up to councillors to make sure the stadium makes money for the council, the club and its investors.
The best way to do this is to press ahead with Falmer. Pie in the sky schemes such as Brighton station are dead.
