Recently, I stayed in a modest apartment block in the Czech Republic - a country with a standard of living supposedly much inferior to ours.

Tenants took their refuse to a large metal wheelie bin outside.

It had a lock to prevent fly-tipping and tenants had keys to so they could empty their waste as and when.

No black bags, foxes, rats or grease-stained pavements.

Clearly the Czechs have a long way to go before they reach our standards.

During the past six months there have been horror stories about the way Brighton and Hove City Council's housing department treats people.

There should be a full investigation by an independent watchdog.

The shortage of council housing is the fault of the authority itself.
