Plans to create hundreds of new homes in West Sussex are to be challenged in the High Court.
Arun District Council has earmarked land near Bognor for the development but the scheme is being challenged by Bersted Parish Council.
District councillors have included space for 650 homes in North Bersted in its new Local Plan - the authority's planning blueprint for the next ten years.
Mike Johnson, clerk of Bersted Parish Council, said: "The council is not happy with the houses or the proposed relief road.
"But our challenge in the High Court we will be about the methods and processes adopted by the council in drawing up the Local Plan."
Arun Council leader Norman Dingemans said: "Arun will be strenuously justifying the process we have followed in adopting the Local Plan."
