One man was cautioned and two others released on police bail over cannabis allegations.
Police on patrol in Brougham Road in Worthing last Friday saw a man acting suspiciously after coming out of a Dutch-style cafe called Buddies.
The man was cautioned after officers found he was carrying a small amount of cannabis.
Two members of staff from the shop were arrested and have been released on police bail.
