Bognor Town Hall may be knocked down as part of a regeneration scheme.
A Cabinet meeting at Arun District Council on Monday will discuss options for the centre of Bognor and look at an update of recommendations made by a team of researchers.
The sites being considered for redevelopment are the Health Centre, the Bognor Regis Centre and Bognor Town Hall, excluding the war memorial.
A spokeswoman said: "The council doesn't rule out from the outset demolition but all options are being kept open. This is still in the early stages and a decision will not be made on Monday."
A new health centre and replacement community theatre must feature in any proposals.
The findings of the report, which began in October 2001, also recommend ways of reducing public car parks on the sites being considered for development.
If councillors do eventually give the go-ahead for demolition, it would be subject to the agreement of all existing owners, licence holders and leaseholders.
