A man covered his shoes in ice cream and kicked in shop and office windows.
He caused damage to the Brighton and Hove law courts in Edward Street and to several shops in Sidney Street.
Most of the law courts windows at the front of the building were boarded up today.
Police estimated damage at £25,000.
A man in his early 20s was arrested and today was receiving psychiatric treatment.
