A cycle lane scheme costing £30,000 has been approved despite claims it is a waste of money.
West Sussex County Council says the cycle lanes will improve links between the suburbs and town centre of Horsham.
Three routes in the Parsonage Road, Rusper Road and Kings Road areas have won the backing of Cabinet member for the Environment, Councillor Tex Pemberton, whose job includes responsibility for roads.
The scheme has led to complaints about waiting restrictions due to be introduced. One critic told the council there were not enough cyclists to justify the expense.
Another complained the lanes could be dangerous because weight restrictions in Parsonage Road were not being enforced.
But Coun Pemberton said new investment and facilities were needed to promote cycling.
