Green councillors are calling for a new kind of traffic-calming scheme to be introduced.
Home zones, which have been a success in The Netherlands, slow down traffic in residential streets.
Brighton and Hove City Council wanted to apply for Government funding for some zones last year but missed the deadline.
Greens say the Hanover and Preston Park areas of the city would be ideal for home zones.
Spokesman Bill Randall said the party has received enthusiastic support from people in the Hanover and Elm Grove areas.
He said the zones led to a greater sense of community, which would lead to less vandalism.
Mr Randall said: "It is a shame the council was unable to get itself together to apply for the cash."
Greens will ask the council to draw up plans for home zones. They will also ask for narrow streets to be made into red zones - residential, emergency services and delivery vehicles only.
The first UK home zone, which opened in Manchester last year, covered 50 homes and cost £150,000.
