I visited Brighton this past February. I enjoyed walking along the seafront even though the wind was blowing at about 35 miles an hour and a seagull found my black coat.
I stayed in the Brighton Hotel and walked past the West Pier several times and visited the Royal Pavilion. I asked a cab driver if there were any plans to restore the pier.
His reply was that "they" would probably argue about it until the pier fell into the sea. I hope the driver was wrong and you will figure a way to restore the pier to its former glory.
