Millions of pounds is to be invested in affordable housing.
More than £3.8 million has been allocated by Eastbourne Borough Council to finance seven housing schemes, creating 67 flats and houses.
The money has come through a series of grants from the Housing Corporation and £1.6 million from housing associations.
The housing scheme includes the conversion of a former hotel in Enys Road into nine rooms for disabled and vulnerable people, complete with on-site support workers.
The James Butcher Housing Association will provide 12 flats in Whitley Road on the site of a former church school.
Council bosses hoped the flats would encourage council tenants in larger houses to be rehoused, freeing up homes for families.
Existing buildings for retired residents will also be upgraded as will the YMCA building in Vicarage Road, which provides accommodation for 17 young people.
Council Cabinet spokeswoman councillor Ann Murray said: "This development plan will be augmented by additional schemes to be funded from our own capital programme, which will be planned to maximise all available funding, including resources generated from planing gain."
