There are always disappointed groups after Brighton and Hove City Council distributes grants. Organisations want far more than they are going to get.

But this year's row was bigger because the council changed the criteria. As a result, some groups got less than expected and others got nothing.

The total amount distributed was the same as before. Some groups got money for the first time and others got extra cash. There were no complaints from them.

But the moans from some, although by no means all, of the losers have been long, vicious and show no sign of ceasing.

In a bid to clear the air, the council is holding an inquiry. It will be in public and chaired by an independently-minded opposition councillor, David Watkins.

This is a wise move. The groups will be able to put their case and councillors can then make their judgement on the system.

No grants will be changed. But the inquiry should ensure the system used next time is accepted and understood by more people.
