There will be no charge for using email in libraries as part of a drive to improve access to computers.
Brighton and Hove City Council has produced a report proposing changes in charges for the next financial year.
Fees of £3 an hour will be scrapped if councillors agree at a meeting on Tuesday.
Costs of printing from computers will decrease from 20p to 10p a sheet.
A new service, digital scanning of documents, will be available at £3 for A4 and £5 for A3.
Culture Cabinet councillor Ian Duncan said: "We're turning email into free-mail.
"This is because it is vital everyone has access to this technology, not just people with enough money to buy their own computers."
Most other charges are due to rise by three per cent in line with inflation.
Exceptions include charges for overdue videos, up from 16p to 20p a day.
The cost of hiring a children's video for a week goes up from 80p to £1 but the council said local video shops charge between £1 and £2 for two nights.
