The sheer exquisite thrill of having the power to determine how local government is structured is in danger of being lost in all the mayoral referendum arguments.

People have said to me, "I don't vote. It doesn't matter what we say, they'll just do what they want."

"They" will obey this vote because it will create one of two new systems of governing.

The improved committee system option (the No vote) will replace the cabinet system introduced when Labour came to power in 1997 nationally. Opponents try to paint it as an old committee system.

It is not.

How the new committee system could be organised is truly exciting. Locally-formed business, housing, sports or other groups could sit on these committees and have a voice of influence never known before - and only six committees are allowed in total.
