A scheme to save money by making council staff flush toilets with rainwater is under threat.
There are fears the scheme at Horsham may be too expensive to start, even though it would save on water bills.
Engineers are studying the scheme for Horsham District Council before a final decision is made.
They hope to collect rainwater as it falls and also water on the ground at council offices in Park North and Park House.
It is thought the scheme might save several hundred pounds a year.
But the council wants it to pay for itself within five years and says it needs firmer figures on the cost of setting it up.
Other broadly similar schemes have cost about £10,000, which might rule the project out.
