THE House of Lords gave in last night and accepted the Government's controversial welfare reforms.

Peers had twice opposed changes to

Incapacity Benefit payments.

Forty-five MPs, including Brighton Kemp Town's Des Turner, rebelled again against the Government on plans to means test the benefit for people with occupational pensions of more than £85 a week.

Mr Turner believes the means-testing is "mean and unfair."

But the Government succeeded in getting the legislation through the Commons and the Lords yesterday.

Ministers stressed Incapacity Benefit would be targeted at the poorest and most severely disabled individuals.

The Government had made £150 million concessions relaxing the restrictions on benefit for the disabled.
