Borrowers who return books late could face heftier fines under new charging proposals.
Brighton and Hove City Council is considering raising penalties for overdue books from 15p a day to 16p a day.
It is one of a number of admission and service changes to be discussed by the council's culture and tourism committee on Thursday.
From next April, admission charges for adults, children and concessions at Foredown Tower in Portslade may be reduced by up to 25p and the reader/print service at the Brighton History Centre could increase by 65p per A4 sheet.
Councillors are also set to discuss whether to add an extra 20p to the concessionary charge at Brighton's Royal Pavilion, which would come in to effect next January.
Residents of Brighton and Hove are eligible for discounted entry to the Royal Pavilion between October 1 and February 28. During this period, adult admission to the Royal Pavilion is £2.35 and two children can enter free of charge.
Councillor Sue John, chairwoman of the committee, said: "The scheme is a great offer and is real value for money and more residents should be aware of it. It's a good opportunity for people who live Brighton and Hove to take a look around one of the city's treasures."
