With reference to the rent owed to Brighton and Hove City Council, I blame them for letting it get that bad in the first place.
When I lived in Moulsecoomb, they came to my door for ten pence I had forgotten to add to my payment when the rent increased.
Also, you could be fined for a dirty garden, full of rubbish, in those days, so who's to blame?
