There have been references in The Argus recently to the facility now granted to Sussex Countycard holders to travel on buses without charge.
We should, however, be careful about calling these journeys "free". They are free only in the sense that no payment upfront is required.
There is a charge for these journeys which is met from local and national taxation, so we DO pay for it, but it is a hidden payment.
Why do you think a ticket has to be taken for every journey? It is so bus operators can send a bill to the appropriate authority to recover the cost of journeys which Sussex Countycard holders have made.
