Tuk-tuks are not taxis. Licensed by the traffic commissioner, they are buses, nothing else.
In fact, it is a criminal offence under section 38 of the Town Police Clauses Act 1847 for anything other than a licensed hackney carriage to call itself a taxi or to act as a taxi.
