There is an obvious way of stopping seagulls ripping open garbage bags within seconds of their being placed outside - use good, old-fashioned dustbins with metal or plastic lids and get the refuse collectors to take the bags from the dustbins.
It doesn't take much longer than picking up from the roadside and will deprive the birds of their main source of food. They may even decide to return to their original feeding grounds.
