HOW can Worthing Borough Council build the Aquarena Swimming Complex, costing £17.5 million, in the middle of a recession while Brighton and Hove City Council cannot build an ice rink and conference centre at Black Rock?

If the city of Brighton and Hove is not careful, it could lose conference business due to the slow progress of redevelopment taking place at the Brighton Centre.

I feel there is a possibility this could be the case after learning of a Labour Party conference that took place at a new facility in Liverpool recently.
