Former ward councillor for Central Hove, Averil Older, has been cleared of breaching Brighton and Hove City Council’s code of conduct last week.
There were two charges and both were kicked out on grounds of lack of evidence. Even the complainant did not attend.
The panel, chaired by Dr Michael Wilkinson, recommended that chairmen set out clearly at the start of each meeting the council’s rules on photography.
Just before the meeting started, the Chair had refused a request that a photograph be taken.
