The Licensing Panel will be deciding an application by the Latin Lounge in West Street to vary its hours etc, including more flamenco dancing. The police and Councillor Jason Kitcat have objected. No residents in the vicinity have complained.
The Latin Lounge is in the Travelodge Hotel at the bottom of West Street, at the heart of the notorious cumulative impact zone.
Previously, in 2009, when owners Funky Bars And Restaurants Ltd first applied for a licence, it was completely refused and it was only when Funky Bars appealed to magistrates that a compromise deal was worked out.
The deal in May 2010 was designed to mitigate the negative impact that yet another bar would have on crime, disorder and public nuisance in that area. It allowed for a food-led café-style venue with table service, no queuing outside after midnight and no customer dancing.
It is these restrictions which Funky Bars wants to have removed and to increase the hours of operation as well, yet it has not explained how it will reduce the negative impacts.
The police and Cllr Kitcat have pointed out that there are no exceptional circumstances to depart from the policy to refuse all such applications.
The panel meeting is at Hove Town Hall at 10am tomorrow.
