Vacant office space behind Brighton's London Road could be converted into nine flats.
Developers have put forward plans to refurbish 25 to 28 Elder Place.
The site is opposite New England House and will form part of the masterplan to transform the area. The existing light industrial units on the ground-floor will also be modernised and improved.
Brighton and Hove City Council expects to make a decision on the plans by the start of November.
