Jake Forster-Caskey has been handed his first start for England under 21s.
The Albion midfielder features in Gareth Southgate's line-up for their final European Championship qualifier in Moldova (5pm).
England have already won the group and Southgate has given Forster-Caskey a spot against second-placed Moldova at the Sheriff Sports Complex in Tiraspol, with James Ward-Prowse and Nathaniel Chalobah both suspended.
The Seagulls' prospect was an unused substitute as England won 1-0 in Lithuania on Friday.
He made his debut for the under 21s as a substitute in Wales at the end of last season and has since played in the under 20 Toulon tournament in France.
Meanwhile, Albion's fourth-choice centre-half Vitalijs Maksimenko, on loan to Dutch side VVV Venlo for the rest of the season, starts at left-back for Latvia in their Euro 2016 qualifier in Kazakhstan (5pm).
