Albion midfielder Dale Stephens, back from a three-match ban, clashes again at Turf Moor tomorrow with the referee who sent him off.
Martin Atkinson takes charge of the fixture between the Seagulls and Burnley.
Atkinson showed Stephens a red card at Cardiff last month for a challenge on Greg Cunningham.
Albion will become part of top flight history if the game ends in a 0-0 draw.
Both Premier League meetings between the teams finished goalless last season.
It is only the third time the first two top flight clashes between clubs have been 0-0 draws after Glossop v Notts County (1899-1900) and Arsenal v Derby (1904-05).
No fixture has ever seen the first three matches end goalless.
Burnley's 40 attempts on target is the fewest in the league. Albion have the second fewest with 44.
