Adam Webster has been handed a Premier League debut - away to the champions.
The former Bristol City defender replaces Shane Duffy as Albion visit Manchester City.
His introduction is one of two changes to the XI which kicked off a week ago against Southampton.
Bernardo comes in at left wing-back in the absence of the banned Florin Andone with Solly March moving further forward.
The loss of Andone and Jurgen Locadia from what has been the customary Albion 18 in the league means Alireza Jahanbakhsh and Aaron Connolly are among the subs.
City bring in Riyah Mahrez, who shone at the Amex in May, and Rodri for Bernardo Silva and Ilkay Gundogan.
