But The Argus have been told this morning a deal had not been completed “at this time”.
A potential move for the 18-year old collapsed at the 11th hour during the January window.
That was after claims in Paraguay that a transfer was in place.
Albion appear to have retained an interest in the Libertad player and it would be little surprise if he became the latest hot prospect from South America to join their ranks.

Club president Ruben Di Tore claimed last night an agreement was in place.
