Albion are being priced out of the battle to sign Glenn Murray.
Arch rivals Crystal Palace are leading the race to sign the Seagulls' top goalgetter on a free transfer.
Albion boss Gus Poyet said: "We are getting close to a final decision.
"They are offering plenty of money and we cannot compete with that so it's difficult."
Millwall are also believed to have been priced out of the running.
