Is Brighton and Hove sinking?
The Union Jack was draped upside-down over the war memorial at the Old Steine in Brighton to the dismay of ex-servicemen.
In military terms it is a sign of distress and is commonly linked to sinking ships. The flag was in place for Armed Forces Day last week.
