David Walker (The Argus, September 5) claims his progressive council tax proposals are fair.

Local taxation has been a controversial topic for as long as I can remember. The old rates system was unfair as only homeowners paid. The community charge (poll tax) proved to be unworkable.

The fairest way to finance local government is to abolish local taxes altogether.

Around 80% of local government finance is already provided by central government.

If the remainder was provided in this manner, there would be massive savings.

Simply add the cost to VAT. This could be collected nationally and paid to local authorities per head of population, with no regional variation.

I would be interested to find out how much it costs local authorities to administer, collect, chase non-payment and, ultimately, write it off.

The figure in Brighton and Hove must be massive.
