Plans have been made to convert empty offices into flats.
The commercial space, 11 and 12 Hyde Gardens, in Eastbourne was used by Lawson Lewis Blakers solicitor firm until April last year.
Since then, the property has remained empty despite attempts to rent it out to other businesses.
John D Clarke Architects, on behalf of the applicant, said: "Our client has decided to re-consider the use of the building as it is apparent that renting or re-sale is not a viable option."
In the plans submitted to Lewes and Eastbourne Councils, it was made clear that 12 Hyde Gardens - which was linked internally with 11 Hyde Gardens years ago - will be separated again by internal walls so it can remain as offices.

Meanwhile, if the plans are approved, the office space at 11 Hyde Gardens will be turned into four two-bedroom flats.
This would consist of a flat on each floor, including one on the lower ground floor with its own private entrance.
According to the design plans, the flats would also each have an open-plan living and kitchen space.
One of the two bedrooms in each home would also have an ensuite bathroom.
The proposals also suggest turning the area at the rear of the building into a car park for residents.
This would have enough space for three parking bays.
There would also be a secure storage area with space for up to four bikes, alongside a waste and recycling refuse area.
The architects said that a gate with a keypad would remain in place at the side of the building to "prevent through-fare of the general public".
Some changes would also be made to the windows to ensure they are all matching.
A final decision on whether to approve the plans is set to be made by May 30.
