Every now and then those comrades-in-arms Simon Fanshawe and Councillor David Smith take it upon themselves to proclaim that Brighton and Hove comprises a “world-class” city.

This would be somewhat more plausible if visitors could be attracted by a good art gallery, such as those in Chichester and Eastbourne.

As it is, Brighton Museum displays pictures in an ad hoc fashion while many are kept in store – and, bizarrely, at Hove Museum, a great number (including one by Frances Hodgkins who was also a marvellous letter writer) are hung about 10ft above the ground.

What’s more, this purported “world-class” city cannot stock in its libraries such interesting books as those published only in the US or elsewhere.
