Tories in Brighton and Hove are urging the Home Office for more help to tackle drug abuse in the city.
The Government has made £190 million available to 30 areas of the country - but they do not include Brighton and Hove.
Tory social care councillor Ann Norman and education councillor Vanessa Brown have written to Home Secretary David Blunkett.
They said: "We are appalled the list of areas named to benefit from this initiative does not include Brighton and Hove.
Brighton and Hove has recently been named Drugs Capital of the UK."
The two councillors said heroin and crack cocaine were causing big problems in the city while angel dust was causing increasing concern.
There is one drug-related death a week and the city has a target to reduce them by a fifth this year.
The councillors said there was a detailed programme for tackling drug abuse but it needed cash to make it work properly.
