It's a complete joke saying call the police immediately to report graffiti criminals.
You can never get through to them immediately and by the time you do get through, the offenders will have long gone.
It might work if a graffiti hotline was put into place.
Secondly, why can underage criminals not be named? It would be a great deterrent if these thieves and yobs were named.
