A scooter rider has been quick to capitalise on controversial new Parking rules for traders.

Eric Risbridger has set up a parking waiver delivery service to help traders who need to park on yellow lines for their work.

Mr Risbridger, 32, is obtaining the waivers, which allow parking in restricted areas, and taking them to businesses in Brighton and Hove on his scooter.

Traders are paying £10 for each delivery of the £3 waivers, one of which is needed for each stay.

The service saves tradespeople, including plumbers, electricians and builders, from queuing at offices at Hove Town Hall and North Road, Brighton.

Mr Risbridger, who also works in the information technology sector, said: "It seems to have gone down well.

"People are beginning to realise my service can save time and money. It is better than them getting a £30 or £60 parking fine."

Brighton and Hove Council's introduction of the waivers has sparked a huge protest, with traders saying it is just another money-making scheme.

A convoy of vans drove slowly through the city in protest last month, with another go-slow planned for Monday.

Before the waivers were introduced, most traders got away with a notice on their vehicles saying "Working at number . . . "

Kevin Way, of Fiveways Builders, Ditchling Road, Brighton, said: "It is much easier to pay Eric to collect the waivers, knowing I don't have to waste time.

"I can plan my jobs knowing I won't get a ticket."

Steve Percy, of the People's Parking Protest, which has been involved in the protests, said: "Good luck to him but we are protesting about having to pay £3 so I don't think too many of the lads will be willing to pay £10 on top."

Roger McArthur, of the Traders Against Parking Protest, which organised the go-slow convoy, said: "I can't see Eric doing all that well out of this.

"We want the council to do away with waivers and replace them with a scratch card system or a traders' parking permit."

A spokesman for the council said: "If Mr Risbridger comes to us with a written proposal for a system of bulk delivery of waivers by scooter or other means, we will be prepared to talk about it.

"But we have doubts about about the number of traders willing to pay £10 for delivery when they are already worried about the £3 waiver fee."
