Having lived in Hove for a number of years and now in Lisbon, I have had first-hand experience of the acute parking problems in these two cities.

Lisbon City Council has solved parking problems

very successfully by building underground car-parks beneath historic squares, many of which have high water tables. Although the cost to the user is higher than in ordinary car-parks, one has the constant reassurance one's car is under surveillance and in much less danger of being damaged or stolen than at ground level.

Moving cars underground has been an excellent solu-tion in Lisbon. Why cannot Brighton and Hove City Council have the same vision?
